Funding, Funding, Everywhere, but Not a Dollar to Drink
Heather Himmelberger Director, Southwest Environmental Finance Center
ABSTRACT:
Every water system in New Mexico will at one time or another face the prospect of funding some type of infrastructure project, whether that is a major repair, a rehabilitation or a replacement project. When this need arises, the water system is faced with the daunting prospect of navigating a myriad of funding options from 17 different entities offering 35 different funding programs. The complexity increases when funding application and administration must be undertaken by small systems overseen by volunteer boards. The new infrastructure monies will greatly increase the amount of funding available but in order to ensure the funding gets to its intended targets, new approaches will be required. This talk will discuss some of the complexities of funding, the issues faced by water systems, and some potential solutions.
