Committee Purpose
The purpose of the Colorado Water Utility Council (Council) shall be to initiate, evaluate, respond and comment, within the framework of the Rocky Mountain Section of the American Water Works Association (Section) and the American Water Works Association’s (Association’s) policies, on legislative, regulatory and other matters which directly affect water utilities in Colorado and to encourage provision of better water service to the consuming public.
Committee Membership
Water utilities that are members of the Association and are located in Colorado are considered voting members of the Council. The composition of the Council’s Executive Committee shall include a Past Chair, Chair, and a Vice Chair/Secretary, each of whom shall be elected through voting by the entire Council membership. The Council’s Executive Committee also includes four (4) additional at-large members from voting member organizations. The at-large members shall be elected through voting from the entire Council membership

History of the Colorado Water Utility Council
The Colorado Water Utility Council (CWUC) was organized in 1988 by folks in the water treatment business that were concerned with the number of proposed laws and regulations drafted each year that could place tremendous constraints on our industry. Many
of these individuals were spending long hours trying to inform legislators and congressional representatives of the importance of water related issues. It did not take long for these individuals to learn that a joint effort could cover a lot more
territory than they had been doing individually. So was formed the "Colorado Water Utility Council".
The Council is an alliance of drinking water providers from throughout the State of Colorado organized under the auspices of the Rocky Mountain Section of the American Water Works Association. Our membership is concerned with federal and state laws, regulations,
and policies that can affect our ability to provide an adequate supply of high quality drinking water to the general public. At the present time, our membership serves treated water to over 80 percent of the population of Colorado located on both
the east and west slopes of the Continental Divide.
The Council is organized around five committees which analyze proposed changes to state and federal laws, distribute their analysis and insight to members, which then call on legislators who represent members of the Council. We encourage all members to
contact their legislators and Congressmen whenever possible. Through this sharing of ideas we can help each other and be much more effective in less time.
State Water Legislation
We have provided a brief summary of water bills that have been introduced thus far in the Colorado State Legislature. Senate bills are listed first with House bills following. The bills are organized by number and not importance to water users. A brief
description of the bill is given first, followed by a statement explaining its impact on water utilities. We have also tried to include the location of the bill in the legislative process at the State Capitol. The number of the bill, the title and
the sponsor in the Senate and House are given prior to the brief summary.
